As an additional reference, the following states currently have three-cueing bans (or ban the practice of using MSV strategies): Alabama, Arkansas, Florida, Idaho, Indiana, Kansas, Louisiana, Michigan, Minnesota, North Carolina, Ohio, Oklahoma, Pennsylvania, South Carolina, Texas, and Wisconsin. Additional states have proposed legislation in 2025 that would also ban three-cueing: Georgia, Kentucky, Massachusetts, Missouri, New Jersey, New York, and West Virginia.
The following states (noted in red) do not allow/recommend ARC Core for K-2, particularly for foundational skills. Click on each state to find more details on approved/recommended materials:
